Section

  1. The purpose of this Technical Note is to update Members in relation to proposed arrangements for a Traffic Management Appeals Board (TMAB) in November 2022.   
     
  2. Members will be aware that the Council is promoting several Traffic Regulation Orders (TROs) at present.  A number of these are at a stage where the deadline for submission of objections is near or has recently passed.
     
  3. Where objections are made in response to a proposed TRO, officers engage with the objectors with a view to resolving the grounds of contention.  Where this is not possible, these are known as maintained objections.  Where objections to a proposed TRO are maintained, the TRO and objections are referred to a meeting of the TMAB for determination.  The TMAB can either uphold the terms of the proposed TRO, propose measures which are less restrictive than the promoted TRO, or uphold the objections.  The TMAB cannot extend the restrictions set out within the advertised TRO.
     
  4. As stated above, there are a number of TROs which are at or near to the stage where objections are assessed and there is engagement with objectors.  In an attempt to avoid undue delay, it is proposed to arrange a TMAB meeting for Wednesday 2nd November 2022 @ 10am.  This will be a virtual meeting as per the decision of the Council at a special meeting held on 28th July 2022.
     
  5. The scheduling of this meeting at this time, will allow officers to quickly move from engagement with objectors to arrangements for the TMAB, thereby removing unnecessary delay in terms of setting a date which has to take account of notice periods etc.  If there are no maintained objections, then the meeting will be cancelled.
