    1. With reference to Report PNCA/085/22/CL considered by the Place, Neighbourhood and Corporate Asset  ( PNCA) Committee on 29 September 2022, and in particular, Agenda Item 11,  Environmental Health, Health and Safety Service Plan for the year 2022-23. 

      As requested at Committee, the purpose of this technical note is to provide Members with an update on further detail of the Health and Safety Interventions that Environmental Health intend to deliver in Year 2022-23.  This is now shown below.
    1. Inspection interventions are led by HSE Guidance published annually which targets health, safety and welfare themes based on intelligence gathered via local authority feedback, formal notices served and through RIDDOR reports.  Projects are selected to reflect local business profiles.
    2. Details of the numbers and records of reactive work will be available within future years’ Service Plan, as requested.

    Education and awareness

    To raise awareness in the expanding food delivery sector in terms of the safety of delivery drivers as well as them being afforded suitable rest and welfare facilities when working at local premises.

    Inspections

     

    1. It is intended to continue to carry out interventions at catering establishments as intelligence has shown that they continue to pose a high risk in terms of gas safety compliance. This intervention will be carried out during year 2022-23 to check compliance and to take appropriate actions as required.
       
    2. An intervention is planned to focus on the maintenance of electrical installations and portable appliances at local businesses to ensure these are inspected at the required intervals by competent persons.
       
    3. Information collected from the HSE suggests a focus for local intervention for workplace transport and the Service will conduct a targeted programme for a cohort of local businesses.
       
    4. Regional intelligence gathered from inspections and interventions shows there to be issues with work at height particularly on fragile roofs. It is therefore planned to carry out targeted inspections on this subject in the area.

    Incident and ill health Investigation

    Investigate workplace accidents in accordance with the Service’s procedures on accident investigation.

    Respond to accidents selected by the Service within two working days.

    Reactive intervention

    Dealing with issues of concern and complaints

    1. Investigate workplace complaints in line with the Service’s enforcement procedures.
       
    2. Where appropriate investigate adverse insurance reports notified to this Service.
       
    3. Undertake follow up visits where matters of evident concern/serious breaches of Health and Safety Law are identified by other enforcement bodies.
       
    4. Investigate health and safety concerns notified to our service by employees and members of the public.
