The purpose of this Technical Note is to provide Elected Members with information on the charity Milngavie Youth Centre (MYC).
The Council had a Service Level Agreement (SLA) with MYC from 2016 to 2018. During the period the Council provided circa £60,000 Capital and £6,000 a year revenue funding for two years. The funding was for the refurbishment of the centre toilets, and to run as public toilets; construction of an additional structure adjacent to the centre to act as office and let-able space to support leases and location of outreach services; and the purchase of an onsite shed for Milngavie and Bloom.
This SLA was extended between 2018 and 30th December 2022 where the Council continued to provide £6,000/ year revenue funding to support the running of the public toilets.
MYC notified Officers in October 2022 that due to the extent of anticipated increases in energy costs over the next year, that the charity would require additional support beyond the £6,000/per year to meet the projected funding gap.
Council Officers have been unable to identify any approved Council funding streams in year which could fund this gap. MYC have been unable to identify any alternative sources of funding.
Today MYC notified stakeholders that the centre will close on 16th December 2022 and thereafter the charity will be wound up.
In relation to public toilet facilities in the wider Milngavie area, this will leave the Library, Town Hall and Lillie Art Gallery available during their normal opening hours.
Officers will now work to explore future options for the building.
