Section

  1. The purpose of this Technical Note is to update Members in relation to the need for an urgent Place, Neighbourhood & Corporate Assets Committee meeting on 31st March 2022.
     
  2. Members will be aware that as a result of the Scottish Local Government Elections 2022, the Council’s governance meetings will cease following the Licensing Board scheduled for 1 April.  Following the election, the Statutory Meeting of the new Council will take place on 19 May and Committee meetings will take place in June. 
     
  3. The ongoing challenges around the recent Omicron outbreaks and significant infection rates led to the cancellation of a number of Committee meetings and all outstanding business is scheduled for the Council meeting on 31 March.  There are two Traffic Regulation Orders which are now ready for the public consultation stage, subject to Committee approval. 
     
  4. Members will recall that a decision to approve a TRO for public consultation requires to be made by the Place, Neighbourhood & Corporate Assets Committee and cannot be referred to Council.  This is to ensure that there are Members who were not involved in the decision to promote the TRO that can sit on a Traffic Management Appeals Board to consider any maintained objections to the TRO.  This remains an issue notwithstanding the forthcoming election.
     
  5. The timing for the two TROs and the restrictions that they seek to put in place, is such that they require to be advertised prior to the first meeting of the Place, Neighbourhood & Corporate Assets Committee scheduled for after the election. 
     
  6. In light of the above, it is proposed to hold an urgent meeting of the Place, Neighbourhood & Corporate Assets Committee on 31 March 2022.  The meeting will take place at 4.30pm and the Council meeting will commence at 5pm as scheduled or shortly after conclusion of the Place, Neighbourhood & Corporate Assets Committee, whichever is earlier.
     
  7. Only those Councillors who are members of the Place, Neighbourhood & Corporate Assets Committee should attend the meeting of that Committee in order to avoid any possible future conflict of interest.
