The purpose of this Technical Note is to provide an update on the revised fees for most types of planning applications which will come into force on the 1st April 2022.
The Scottish Government has introduced The Town and Country Planning (Fees for Applications) (Scotland) Regulations.
Following a consultation in 2019 that sought views on reviewing the planning performance and fee regime, planning fees will rise from 1 April 2022. It is recognised that planning fees have an important role in ensuring applicants, rather than the taxpayer, help cover the cost of determining planning applications.
This is the first time in eight years that there has been an increase to the standard planning application fees.
The Scottish Government have advised that local authorities will be able to decide how best to use any additional fee income to help improve locally delivered planning services.
Schedule 1 of the regulations sets out the new fees. The Development Applications Planning Team will commence charging of the new fees on the 1st of April in accordance with the regulations. This will affect all new submissions and all previous submissions which remain invalid on the 1 April 2022. In common with the approach taken by all other planning authorities in Scotland if an application remains invalid on the 1 April the new fees will apply.
The new Fee Regulations also allow for discretionary charging, fee waiving and surcharging in specific circumstances such as for retrospective applications, discharge of conditions and non-material variations.
Most common fees being introduced are noted below
Householders - £300
New non-residential buildings - £300 up to 50 sqm and for larger £600 per 100 sqm
Change of use of building (non-residential) - £600 per 100 sqm
