Technical Notes 2022, Issue 70 - Roads & Environment 2021/22 Carriageway and Footway Resurfacing Programme Overview

- The purpose of the Technical Note is to provide Members with an overview of the 2022/23 Roads & Environment Carriageway and Footway Resurfacing Programme.
- Regrettably during the two-year period of the pandemic the Service was unable to complete the previous year’s resurfacing works due to the continued restrictions placed on the Service in relation to welfare facilities and transportation of staff.
- Through the introduction of vehicle screens and the amendment of safe working practices, the Roads Network Team were able to return to partial carriageway resurfacing operations on 7 June 2021, but this still did not allow for a return to full operational levels.
- The service continues to utilise the Roads Inspection and Maintenance Policy to identify and prioritise locations that require to be resurfaced. Due to the previous delays, current projects will be reprogrammed as resources become available and the Service will renew Resurfacing Frameworks to maximise the use of internal and external resources.
- The technical note highlights the work programmes associated with internal and external resources as well as providing an indication to when this work is programmed to be undertaken.
- In addition, the tables also highlight which locations have tested positive for the presence of coal tar as this work will be undertaken solely by external contractors as the spoil created is considered a specialised waste and needs to be removed from site.
- All works will be logged via the Scottish Road Works Register (SRWR) so that the road space is booked with no conflicting works at the location or on the diversion routes (if required). If a location is marked TBC it has yet to be registered on the SRWR.
- Email notification will be provided to members in advance of specific works.
- The Service will provide quarterly progress updates via technical notes in July, October and January.
- I would highlight that unfortunately the conflict between Russia and Ukraine and the subsequent sanctions imposed on Russia are now affecting the supply of bitumen across Europe. Prior to the invasion of Ukraine, Russia supplied approximately 60% of the European bitumen market. The sanctions have led to a disruption and limitation of supplies from all UK bitumen companies.
- This is already starting to impact on the deliveries from suppliers in Scotland and the Service is working with internal and external stakeholders to minimise the impact on planned works, but this should be noted as a potential risk to service delivery moving forward.
