1. The purpose of this Technical Note is to provide Elected Members with additional information on the status of the Electric Vehicle (EV) Charging Infrastructure Network (‘the project’) following questions from Members at the meeting of Council on 22 June 2023.

Charge Place Scotland App

2. All customers accessing the Council’s charger network will use the free Charge Place Scotland (CPS) App or pay a one off £12 fee to receive a CPS registered access card. The app clearly identifies the availability of CPS registered chargers and the relevant tariffs/additional fees.  At the site any tariffs, fees or restrictions will also be clearly displayed.  All customers can see their full account history via the CPS App or by logging in to their account on the CPS website.

New Electric Vehicle Chargers

3. The Council is currently developing five new EV Charger locations. These locations are as follows:

  • Hillhead Community Centre
  • Barleybank Car Park (x 2 Chargers)
  • Kirkintilloch Leisure Centre (x 2 Chargers)
  • Bearsden Train Station
  • Milngavie Road (next to Hillfoot Train Station)

4. The Council is also working in partnership with the other Glasgow City Region Authorities and Transport Scotland to develop a region wide approach to the provision of EV chargers. This has included commissioning a study into EV infrastructure requirements for the region moving forward, mapping out the required provision for chargers and analysing models for how the network will best be delivered.  This will provide the scale required to leverage private finance and facilitate a significant increase in the pace of EV Charger installation.

Electric Vehicle Disabled Charger Bay – Bishopbriggs Leisuredrome

6. There are three EV Chargers at the Bishopbriggs Leisuredrome. Two of the chargers are in the main carpark and one charger is in the small car park at the disabled bays.

7. The main car park has a barrier gate.  This gate had been damaged and out of operation but was recently repaired.  EDLC now close the gate and lock the main car park outside of the Leisuredrome’s hours of operation.  Therefore, the chargers in the main car park have their hours of accessibility displayed on the Charge Place Scotland website, app and on signs on the chargers themselves.

8. The charger in the disabled bay is only available to disabled, blue badge holding EV drivers.  However, the provision of disabled parking at the Leisuredrome is currently under review.  As part of this review the Council is looking at providing additional disabled parking in a new location and opening this EV charger up to all users.  This will ensure there is an EV charger available at this location after hours, when the main car park is locked.
