The purpose of this Technical Note is to provide members with an overview of how homeowners and private tenants can access Energy Company Obligation Flexibility (Eco Flex) funding to help deliver energy saving measures which will reduce energy bills and cut carbon emissions from their property.
The Energy Company Obligation is an obligation on energy suppliers to help install energy saving measures either at low cost or, on some occasions, no-cost to consumers. Any utility company that has more than 150,000 customers is obliged to provide funding for the scheme, with the measures themselves installed by an independent contractor selected by the customer.
The scheme began in April 2013, and over time has been amended, with the most recent launch being ECO 4. ECO 4 will run until March 2026 with Ofgem and the Department for Business, Energy & Industrial Strategy (BIES) managing the scheme.
The Council’s role in ECO Flex is limited to the publication of a Statement of Intent and to the assessment of the criteria through which each applicant is able to access the scheme. As ECO Flex is expected to be a popular scheme within East Dunbartonshire a specific email address has been set up (energyefficiencyenquiries@eastdunbarton.gov.uk) to deal with queries and receive the documentation that will be provided by contractors for Officers to review and approve.
A copy of the Statement of Intent is included as Appendix 1 to this Technical Note.
The Statement of Intent will be published in early January 2023 and the scheme open to residents in East Dunbartonshire until March 2026.
