Technical Notes 2023, Issue 89 - 2nd Review of Scottish Parliamentary Constituency Boundaries – Provisional Proposals Consultation - 17 May to 17 June 2023

1. The provisional proposals retain 73 constituencies while attempting to address the movements of the Scottish electorate since the last Review in 2011. Boundaries Scotland has confirmed that the Islands [Western Isles, Orkney & Shetland] are protected by legislation and are not subject to the review. Furthermore, proposals for Scottish Regions will be reviewed commencing 2024.
2. Currently the East Dunbartonshire electorate contributes to 2 constituencies [Strathkelvin & Bearsden and Clydebank & Milngavie]. The provisional proposals also indicate that the electorate will continue to contribute to 2 constituencies.
3. In summary, it is proposed that the East Dunbartonshire electorate will continue to contribute to the election of 2 MSPs – the burgh constituency of Bearsden, Milngavie & Clydebank North and the county constituency of Kirkintilloch & Kilsyth. Burgh constituencies have an area of up to 68 square kilometres and county constituencies have an area of 89 square kilometres or more.

5. The proposed Bearsden, Milngavie & Clydebank North constituency comprises 3 wards from West Dunbartonshire [Kilpatrick, Clydebank Central & Clydebank Waterfront] and 3 wards from East Dunbartonshire [Milngavie, Bearsden North & Bearsden South]
6. The proposed Kirkintilloch & Kilsyth constituency comprises 4 wards from East Dunbartonshire [Bishopbriggs North & Campsie, Bishopbriggs South, Lenzie & Kirkintilloch South and Kirkintilloch East North & Twechar] and 1 ward from North Lanarkshire [Kilsyth]
7.The provisional proposals for Scottish Parliamentary Constituencies are the subject of public consultation [17 May – 17 June 2023]. Comments on the provisional proposals may be submitted as follows:-

8. The details in this Technical Note will also be the subject of a Report to the meeting of the Policy & Resources Committee meeting 1st June 2023. Given the consultation deadline of 17th June, it was considered appropriate to issue this Technical Note so as to provide Members with as much time to respond as possible.
