Section

  1. The purpose of this Technical Note is to provide Elected Members with an update on the Milngavie Business Improvement District (the BID) following a report to the Place, Neighbourhood & Corporate Assets Committee on 9th November 2023.

    Project Update
  2. Report PNCA/093/23/DG agreed to approve the BID Business Plan and a financial contribution over the five-year term, subject to a successful re-ballot.
     
  3. The re-ballot took place on 25th January 2024 and the 42 days leading up to that date, to allow voting to take place. The voting criteria is set by national BID legislation which requires 50% of RV and 50% of those voting to be in favour of a BID, based on a 25% turnout.
     
  4. The re-ballot followed the set recommendations, and the vote was successful in gaining a positive outcome. The BID will now progress its third five-year term from 2024. This will entail setting up an approved BID Board, continuing as the existing Limited Company. The Board will develop and deliver the projects set out in the approved Business Plan.
     
  5. As part of the preparation, an Operating Agreement between the BID and the Council will be agreed. This will include details on levy collection and payment onto the BID, levy collection service re-charging and the profile of financial contribution payments, and will set out Council baseline services.

    Next Steps

  6. Officers will work with the BID as the project prepares to become operational in 2024. Further updates on the progress of the BID will be provided in HGIOS updates and if required in Technical Notes
