Section

  1. The purpose of this Technical Note is to advise Elected Members of the appointment of a Chief Planning Officer for the Council as planning authority.
  2. The Town and Country Planning (Scotland) Act 1997 (as amended) requires that each planning authority must appoint a Chief Planning Officer. The appointment and role of the Chief Planning Officer became a statutory requirement in April 2024, to advise authorities on planning and other functions relating to development.
  3. Appendix 1 contains the statutory guidance produced by the Scottish Government which provides clarity on the role including duties and responsibilities, qualifications, skills and experience and the information planning authorities should make available on this appointment.
