    This Technical Note will be published on the Council’s website following circulation to Members. Its contents may be disclosed or shared out with the Council.

  • The purpose of this Technical Note is to provide Elected Members with confirmation of details on the second round of statutory pre-planning consultation events regarding the Lenzie Academy project at Whitegates Park

  • Further to Technical Note ref: 155-25, the second set of pre-planning consultation events will take place between Monday 27th October and Wednesday 29th October 2025

  • The events will follow the same format as those undertaken in June 2025, in the form of separate consultation sessions with school stakeholders, Community Councils and the general public

  • Each session will provide an overview of comments received at the first event and where the design proposals have been adjusted or refined in response to those comments

  • Each session will also set out final proposals regarding the design and site layout which will form the basis of the planning application submission. Updated proposals on offsite environmental mitigation, including proposals for the existing Lenzie Academy site will also be presented. 
    The same presentation materials will form the basis of each session and will be published on-line via the project website on completion of the final session on Thursday 30th October 2025.

  • Arrangements for the sessions will be as follows:

Monday 27 October

    • Pupil Representatives
    • Staff Representatives
    • Lenzie Academy Parent Council & Parent Council Representatives from catchment primary school
    • Scheduled for the afternoon and evening of Monday, 27th October 2025 at Lenzie Academy.

Tuesday 28th October

    • Representatives from Lenzie Community Council, Lennoxtown Community Council, Kirkintilloch Community Council and Waterside Community Council.
    • Scheduled for the evening of Tuesday, 28th October 2025 at EDC Southbank Marina Headquarters.

Wednesday 29th October

    • Open session for the general public.
    • Scheduled for 4pm to 8pm on Wednesday, 29th October 2025 at Lenzie Academy.

  • The format of the session will be presentation boards and hard copy / online feedback sheets for comments and suggestions to be recorded from attendees.

  • All feedback received across both rounds of consultation will be included within the Pre-Application Consultation Report, which will be submitted and published as part of the Planning Application pack.

  • There will be a period of three weeks to allow for feedback following the event on Wednesday 29th October after which, the Planning Application will be submitted in November/December 2025.

  • During the first round of pre-planning consultation events, attendees were invited to complete feedback questionnaires, either on the night or within 3 weeks of the event, where they were asked to provide their views on the design proposals by confirming if they fully support, broadly support, do not support or are undecided in their support of the proposed Lenzie Academy development design proposals. A total of 181 completed questionnaires were received, with responses being: 

    • Fully support – 28%
    • Broadly support – 14%
    • Don’t support – 46%
    • Undecided – 12%

  • The questionnaire also sought views on two potential options for the use of the existing Lenzie Academy site at Myrtle Avenue on completion of the project at Whitegates Park:

    • Option 1: Removal of both artificial pitches and replace with neutral grassland and informal grass pitch. Full demolition of all school buildings including the existing Sports Hall and replaced with neutral grass land, woodland, wet grassland and water feature.
    • Option 2: Removal of both artificial pitches and replaced with neutral grassland and informal grass pitch. Partial demolition of school buildings, with existing Sports Hall retained, with associated hall parking, neutral grassland, wet grassland and water feature included.
    • Of the returned questionnaires, 42% expressed a preference for Option 1 and 58% for Option 2.

  • Other key themes for the responses received during the first pre-planning consultation events related predominantly to loss of open space/biodiversity, roads/access and pedestrian safety, impact on neighbouring properties and local amenity, site constraints and design.

  • Anonymised copies of all feedback forms received during the first round of consultation will be published in advance of the second round of events via the project website.
