This Technical Note is provided with reference to a request from elected members regarding Council house waiting list figures, and turnover times, for both permanent and temporary Council housing.
In terms of permanent settled accommodation, the current Council housing stock is 3,767 properties across the entire local authority area. This includes different sized accommodation, ranging from 1 bedroom to 5 bedroom properties, but with fewer properties of the largest sizes.
The majority of Council house stock is in the Kirkintilloch/ Hillhead area, then followed by Bishopbriggs, Milngavie, Lennoxtown, Bearsden, Lennoxtown, Twechar, Milton of Campsie, Waterside and Torrance areas. Over the last 3 years the turnover of properties and new lets has been 965 houses.
For temporary accommodation then there is no waiting list as the Council has a legal duty to provide, as and when required, to those who meet the homelessness criteria (as set out in legislation.)
The Council currently has temporary stock of 152 which are spread across the local authority area, and there is a range of different types of accommodation available. The average stay in temporary accommodation over recent years has been approximately 200 days, noting that some households don’t require accommodation and may wish to stay with family or friends. During 2024/25 then 86 households did require temporary accommodation.
Where an applicant/ tenant wishes to move to the private rented sector then advice and support is provided, and over the last 4 years 70 households have been assisted to secure accommodation in the private sector. The Rent Deposit Guarantee/ Private Scheme enhances applicants’ housing options and reduces pressure on settled and temporary accommodation.
Allocation of vacant Council properties are made through the waiting list which is called the Common Housing Register. This has three lists from which vacant properties are allocated; the Waiting List (awarded on points); the Transfer List (awarded on points) and the Homelessness List (awarded on date order.)
The Allocations Policy is currently being reviewed and undergoing consultation and engagement. A copy of the Council’s Allocation Policy and Common Housing Register application can be found on the Council’s website.
