Details:

1.            The purpose of this Technical Note is to inform elected members of the implementation of the Environmental Protection (Single Use Vapes) (Scotland) Regulations 2024.

2.            The Regulations implement the recommendation of a ban on single use vapes which was an outcome of the consultation on ‘Creating a Smokefree Generation and Tackling Youth Vaping’, which took place across Scotland, England, Wales and Northern Ireland in 2023.

3.            The Regulations have been drafted in consultation with all stakeholders and have a commencement date of 1 June 2025.  The sale or supply of single use vaping devices are banned from this date in Scotland.

4.            East Dunbartonshire Council has designated officers from Trading Standards as the Authorised Officers for the purpose of exercising statutory powers in the discretionary enforcement of the provisions of this legislation.

5.            Enforcement of the new provisions will be in response to local concerns and in line with intelligence led service priorities, linked to the Community Services Business Improvement Plan and to LOIP measurables.  Joint work will also continue to be progressed with other Community Planning Partners.
