This Technical Note will be published on the Council’s website following circulation to Members. Its contents may be disclosed or shared out with the Council.

Following Council’s agreement  to “Instruct the Chief Executive to make appropriate arrangements to facilitate an in-person meeting with Elected Members and the Strategic Leadership Team, Chief Officer – East Dunbartonshire Health & Social Care Partnership and the General Manager – East Dunbartonshire Leisure & Culture Trust, to discuss and consider the implications for East Dunbartonshire of the Scottish Government’s “National Renewal through Public Sector Reform - A Proposal for Reform of Local Governance”; as indicated, provisional arrangements had been made for this meeting to be held at Kilmardinny House on Monday 12th October 2026, commencing at 12.30pm. Those arrangements have now been confirmed, and I can advise that a buffet lunch will be available upon arrival, with the session itself commencing at 1.00pm, scheduled to finish around 3pm (although officers and the venue will be available until 5pm if necessary).

The Chief Executive and Executive Officers will share any developments/further information which may become available over the course of this week.

As stated within the Council Report, given the significance of the proposals and their potential implications for local government and East Dunbartonshire, elected member input is viewed by officers as essential to ensure that officers are making appropriate representations at the various engagement settings.

Additionally, as agreed by Council, the Chief Executive has approached the office of the Cabinet Secretary for Public Service Reform to invite him to meet with Elected Members to share his thinking and answer questions as part of the above meeting, subject to his availability or to arrange an alternative date. An update will be provided to all Elected Members in advance of the session.

A diary invite will be issued shortly, and I would be grateful if you could confirm your attendance as soon as possible.
