Drivers who commit a parking offence in East Dunbartonshire will see an increased cost in the Penalty Charge Notice (PCN) from Wednesday 4 September 2024.
The Council is responsible for enforcing parking restrictions in East Dunbartonshire under Decriminalised Parking Enforcement (DPE) powers which were introduced locally in April 2014.
This means stationary traffic offences are not criminal offences enforced by the police and instead are subject to civil penalties enforced by the Council. Enforcement of certain parking offences such as obstructive or dangerous parking remains the responsibility of Police Scotland.
Currently PCNs for parking offences in East Dunbartonshire are set at £60. That reduces to £30 if paid within 14 days or increases to £90 if the penalty is not paid within 56 days.
From Wednesday 4 September 2024, the PCN for a driver who commits a parking offence will be £100.
That reduces to £50 if paid within 14 days or increases to £150 if it is not paid within 56 days.
East Dunbartonshire Council’s PNCA Committee agreed to the increase in PCNs at its meeting on 24 August 2023.
Councillor Paul Ferretti, Convener of East Dunbartonshire Council’s Place, Neighbourhood and Corporate Assets Committee, said,
“Ideally, we wouldn’t need to issue any PCNs at all and everyone would park their vehicles in a safe and considerate way.
“However, it’s important to remember that drivers will only receive a PCN when they are parked somewhere they shouldn’t be.
“In 2023/24 a total of 6,353 PCNs were issued in East Dunbartonshire. Hopefully this increase will serve as a better deterrent against parking contraventions being committed in the first place.”
It is the first increase in the PCN since the introduction of DPE powers and is in response to new national guidelines issued by the Scottish Government after consultation with the public and local authorities, and agreement with CoSLA.
