Notice of making of the East Dunbartonshire Council (Bearsden, Bishopbriggs, Kirkintilloch and Milngavie) (Off-Street Parking) (Chargeable Times) Amendment Order.

THE EAST DUNBARTONSHIRE COUNCIL (BEARSDEN, BISHOPBRIGGS, KIRKINTILLOCH AND MILNGAVIE) (OFF STREET PARKING) (CHARGEABLE TIMES) AMENDMENT ORDER 2026

On 27 January 2026 the East Dunbartonshire Council made an Order under s35 of the Road Traffic Regulation Act 1984 and all other enabling powers, which Order comes into operation on 16 March 2026. The proposed Order was advertised in the editions of the Kirkintilloch Herald, Milngavie & Bearsden Herald, and Bishopbriggs Herald published the week commencing 27 January 2025. The main effect of the Order is to amend the hours during which charges are payable at the list of East Dunbartonshire Council car parks set out in Schedule 1 to this notice. Currently the hours during which charges apply at the car parks listed in Schedule 1 are between 9am and 5.30pm, Monday to Saturday. The chargeable hours are set to change to between 8am and 6pm, Monday to Saturday.

A copy of the order as made together with plans detailing the lengths of road affected are available for inspection without payment of fee on the Traffic Regulation Orders section of the East Dunbartonshire Council website and at: -

1. Bishopbriggs Library, 170 Kirkintilloch Road, Bishopbriggs (Mon – Thu 10am to 8pm, Fri – Sat 10am – 5pm)
2. William Patrick Library, 2-4 West High Street, Kirkintilloch (Mon – Thu 10am to 8pm, Fri – Sat 10am – 5pm)
3. Milngavie Library, 67 Allander Road, Milngavie (Mon – Thu 10am to 8pm, Fri – Sat 10am – 5pm); and
4. Westerton Library, 82 Maxwell Avenue, Bearsden (Mon 1pm to 4.30pm & 5pm to 8pm, Tue 10am to 12.30pm & 1.30pm to 5pm, Wed 10am to 12.30pm & 1.30pm to 8pm, Thu – Sat 10am to 12.30pm & 1.30pm to 5pm).

Any person wishing to question the validity of the Order or any provision therein on grounds that the Order is not within the powers conferred by the Road Traffic Regulations Act 1984, or on the grounds that any requirement of that Act or of any relevant Regulation made thereunder has not been complied with in relation to the Order may, within 6 weeks from 27 January 2026, make an application to the Court of Session for this purpose.

TIMES) AMENDMENT ORDER 2026

The East Dunbartonshire Council, in exercise of the powers conferred on them by Section 35 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers, and after consultation with the Chief Constable of the Police Service of Scotland in accordance with Part III and IV of Schedule 9 to the Act, hereby make the following Order.

• This Order may be cited as “The East Dunbartonshire Council (Bearsden, Bishopbriggs, Kirkintilloch and Milngavie) (Off Street Parking) (Chargeable Times) Amendment Order 2026” and shall come into operation on 16 March 2026
• The Order specified in Schedule 1 to this Order shall have effect subject to the amendments specified in that Schedule
