THE PROPOSED EAST DUNBARTONSHIRE COUNCIL (BEARSDEN, BISHOPBRIGGS, KIRKINTILLOCH AND MILNGAVIE) (OFF STREET PARKING) (CHARGEABLE TIMES) AMENDMENT ORDER 2025
East Dunbartonshire Council, in accordance with their powers under s35 of the Road Traffic Regulation Act 1984 and all other enabling powers, propose to consider the amendment of the East Dunbartonshire Council (Bearsden, Kirkintilloch and Milngavie) (Off Street Parking) Order 2016 to amend the hours during which charges are payable at the list of East Dunbartonshire Council car parks set out in Schedule 1 to this notice.
Currently the hours during which charges apply at the car parks listed in Schedule 1 are between 9am and 5.30pm, Monday to Saturday. The Council is proposing to change the chargeable hours to between 8am and 6pm Monday to Saturday.

- Westerton Library, 82 Maxwell Avenue, Bearsden (Mon 1pm to 4.30pm & 5pm to 8pm, Tue 10am to 12.30pm & 1.30pm to 5pm, Wed 10am to 12.30pm & 1.30pm to 8pm, Thu – Sat 10am to 12.30pm & 1.30pm to 5pm).

Currently no charges are payable for parking at Glebe car park, New Kirk Road, Bearsden, however the Council is currently also promoting a proposal to introduce charges at the said Glebe car park which can be viewed on the Traffic Regulation Orders page of the East Dunbartonshire Council website.

The East Dunbartonshire Council, in exercise of the powers conferred on them by Section 35 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers, and after consultation with the Chief Constable of the Police Service of Scotland in accordance with Part III and IV of Schedule 9 to the Act, hereby make the following Order.
- This Order may be cited as “The East Dunbartonshire Council (Bearsden, Bishopbriggs, Kirkintilloch and Milngavie) (Off Street Parking) (Chargeable Times) Amendment Order 20XX” and shall come into operation on XXXX.
- The Order specified in Schedule 1 to this Order shall have effect subject to the amendments specified in that Schedule.

The East Dunbartonshire Council (Bearsden, Kirkintilloch and Milngavie) (off street parking) order 2016 as amended by The East Dunbartonshire Council (Bearsdent, Kirkintilloch and Milngavie) (Off street parking charges amendment) order 2018.
Extent of Amendments
In article 3(ii), delete the words:-
“9:00am and 5.30pm, Monday to Friday” and replace with the words “8:00am and 6.00pm, Monday to Saturday”
In Schedule 1 in the table heading “Normal Scale of Charges (applying between 9:00am and 5:30pm Mondy to Saturday)” delete the words:-
“9:00am” and 5.30pm replace with “8:00am and 6:00pm”
In Schedule 2 in the heading “Hours of Non-Charging” delete :-
- All occurrences of “5:30pm” and replace with “6:00pm”
All occurrences of “9:00am” and replace with “8:00am”

Statement of Reasons for Proposing to Make the Above Order
It is considered necessary to make the above order to revise and amend the existing East Dunbartonshire Council (Bearsden, Kirkintilloch and Milngavie) (Off-Street Parking) Order 2016 as amended by the East Dunbartonshire Council (Bearsden Kirkintilloch and Milngavie) (Off-Street Parking Charges Amendment) Order 2018 to revise the times during which charging across chargeable Council car parks will be applied.
