    Requirement to Republish the Local Development Plan 2 Action Programme as a Delivery Programme

  • The purpose of this Technical Note is to update Members on the preparation of a ‘Delivery Programme’ for Local Development Plan 2 (LDP2) and to provide an opportunity for comments on a draft version
  • When LDP2 was adopted in November 2022, there was a requirement to publish an ‘Action Programme’ to support delivery of the plan. This was published in February 2023.  Under the Planning (Scotland) Act 2019, planning authorities are required to re‐publish the Action Programme as a Delivery Programme by 31 March 2025
  • An overview of the requirement to re-publish the Action Programme as a Delivery Programme was reported to PNCA Committee on 23 January 2025 (PNCA/003/25/SM). The report instructed officers to update and amend the existing Action Programme, undertake consultation with key stakeholders and publish/ submit the revised Delivery Programme to Scottish Ministers
  • The Delivery Programme is largely provided in the same format as the existing Action Programme, and reflects the structure and policy themes of LDP2, providing alignment and consistency with the Plan to ensure a clear understanding of what actions are required for the delivery of all policies and proposals. The Delivery Programme provides a factual update on the progress of delivering the plan and does not set out any new policies or designations
  • The only substantive change is the need to provide sequencing for delivering housing allocations in the LDP as required by National Planning Framework 4. The sequencing is also known as the Housing Land Pipeline and is the expected programming of the Local Housing Land Requirement over the short (1-3 years), medium (4-6 years) and long-term (7-10 years)
  • The Land Planning Policy team has consulted key internal and external stakeholders, including Homes for Scotland, in preparing the Delivery Programme
  • Members are invited to provide comments on the attached draft Delivery Programme by 25 March 2025. Please send these to the Land Planning Policy team at: Stewart.McNally@eastdunbarton.gov.uk
  • Any comments received will be incorporated into the document before it is finalised, sent to Scottish Ministers and published on the Council website.
